It is not necessary to have two lawyers, or any lawyers for that matter, nor is a people's witness needed to have a legitimate court. In some jurisdictions, court is before a magistrate or justice of the peace who is not necessarily a judge.

actually you are incorrect. no lawyers are needed for small claims courts. that's part of the allure, that justice is still available to the individual.
