Since they haven't paid Federal taxes can I sue using qui tam and the freedom of information act? Especially when they register to get amnesty.

Anyone can file a suit, but you'll need to start in federal District Court. You'll need to make two trips there; the first one will be to file and the second will be for the hearing where your case will be dismissed.

If you're looking for a statute on which to base a claim, you're always better off finding one that was intended to apply to the situation that you're complaining about. That said...
